You can only recreate schedules for leagues that are not set to published.  Click here for information on unpublishing a fixture.  To recreate a schedule select Competition Builder > Leagues

Click on the name of the league.

Click the three dots at the top right of the page and select Reset Schedule.  You will now be able to create a new fixture and fixture rules.
